The majority of development work on SOAR is outsourced to external web development companies since it was developed circa 2004/2005. All development work is based largely on a combination of user requests, requirements from governing bodies to meet Revalidation or Appraisal needs, reports from auditors or annual security tests, or fixes to the system that users have reported.
